This technical report is a joint effort between the Central Administration of Statistics of Lebanon (CAS) and the World Bank. It is based on the analysis of the 2011-2012 Household Budget Survey (HBS), conducted by CAS with technical assistance from the World Bank. The purpose of this note is to describe how the welfare aggregate and poverty line were constructed in Lebanon using HBS 2011, as part of broader collaboration to enhance data quality and poverty monitoring in the country.
The report explores key methodological issues in poverty measurement, details the construction of the welfare aggregate and poverty lines, and evaluates poverty estimates through triangulation and sensitivity analysis. It also includes supplementary poverty rates based on consumption per adult equivalent. The final section provides conclusions and areas for further improvement in poverty measurement.
يشكّل هذا التقرير التقني جهداً مشتركاً بين إدارة الإحصاء المركزي والبنك الدولي. ويستند إلى تحليل بيانات مسح ميزانية الأسرة 2011-2012، الذي تم تنفيذه بدعم فني من البنك الدولي. ويهدف إلى توضيح المنهجية المعتمدة في احتساب مجموع الرعاية الاجتماعية وخط الفقر في لبنان من خلال استخدام مسح ميزانية الأسرة 2011، وذلك في إطار تعاون أوسع يهدف إلى تحسين جودة البيانات وتعزيز آليات رصد الفقر في البلاد
ويتناول التقرير قضايا منهجية بارزة مرتبطة بقياس الفقر، ويُفصّل كيفية احتساب مجموع الرعاية الاجتماعية وخطوط الفقر، كما يقيّم تقديرات الفقر من خلال أساليب المقارنة والتحليل الحسّاس. ويتضمن أيضاً معدلات فقر إضافية قائمة على الاستهلاك للفرد المكافئ. ويختتم التقرير بعرض أبرز الاستنتاجات ومجالات التطوير المستقبلية لتحسين قياس الفقر
